Civil Defence Emergency Management Act 2002

The Civil Defence Emergency Management Act 2002 creates a framework for New Zealand to prepare for, deal with, and recover from local, regional and national emergencies. Duties of Lifeline Utilities are set out from Section 60.


National Civil Defence Emergency Management Plan 2015 and Guide to the Plan

The National Civil Defence Emergency Management Plan 2015 (the Plan) sets out the roles and responsibilities of everyone involved in reducing risks and preparing for, responding to and recovering from emergencies. While much of the Plan applies to Lifelines, Sections 57-61 are specific to the sector.

The Plan is supported by the Guide to the National Civil Defence Emergency Plan 2015 (the Guide). The Guide sets out the arrangements, roles, and responsibilities of agencies for the national management, or support to local management, of emergencies. Section 13 of the Guide is specific to Lifelines. Other sections are also relevant.


National Disaster Resilience Strategy

The National Disaster Resilience Strategy (NDRS) is the vision for Civil Defence Emergency Management in New Zealand.

The NDRS sets out what we expect of a resilient New Zealand, and what we want to achieve from 2019 to 2029.


National Vulnerability Assessment

The New Zealand Lifelines Council coordinates the National Vulnerability Assessment (NVA) report.  The NVA gives an overview of New Zealand’s critical lifelines infrastructure and its resilience to major hazards.


Natural Hazards and Resilience Platform

The Natural Hazards and Resilience Platform is a collaborative natural hazards resilience research programme. It uses scientists, resources, agencies and communities to address New Zealand’s resilience to natural hazards. It works with:

  • central and local government,
  • iwi/Māori, and
  • infrastructure, insurance and other industry sectors.

takatū – Civil Defence and Emergency Management Learning Management System

takatū is an online learning environment for the emergency management sector. It includes general and specific introductions and training. It requires a RealMe login, but is otherwise free to access and use.


New Zealand Lifelines Council resources library

The New Zealand Lifelines Council (NZLC) library has documents and links from:

  • Civil Defence Emergency Management Groups,
  • Lifelines Groups,
  • the National Emergency Management Agency, and
  • Lifelines and their sectors.

It also includes presentations from the annual National Lifeline Utilities Forum.
