Director's Guideline for Civil Defence Emergency Management Groups and agencies with responsibilities for welfare services in an emergency [DGL 11/15]

Delivering welfare services to individuals, families/whānau, and communities affected by emergencies is fundamental to effective emergency management. Robust welfare services arrangements need to be in place for all communities to support people in preparing for, responding to, and recovering from emergencies.

This guideline supports and expands on the new welfare arrangements in the National CDEM Plan 2015, and in the Coordinated Incident Management System (CIMS). It is intended to be the comprehensive reference for welfare services in an emergency reflecting the elevated status of the Welfare function in emergency management, and capturing the new or expanded roles and responsibilities of various welfare services agencies.

This guideline:

  • is intended for use by all agencies with responsibilities for welfare services under the National CDEM Plan 2015, as well as any other agency who may provide support to any of the welfare services sub-functions
  • describes welfare-related activities across the 4Rs (reduction, readiness, response, recovery) of emergency management
  • is intended as a key reference document for training and professional development for Welfare function personnel
  • provides operational guidance on planning, coordination, support, and delivery of welfare services, and
  • includes practical templates, checklists, and example procedures.
