Response Planning in CDEM

Director's Guideline for Civil Defence Emergency Management Groups [DGL 19/15]

Planning is a key part of a successful emergency response. It integrates all functions and agencies into a unified effort which aims to proactively manage hazard consequences.

This is no easy task during emergencies, which are often dynamic, high-stakes situations, with short timeframes and incomplete information. To successfully respond in such situations, responders must develop proactive and cohesive plans to coordinate all of the response elements. They must manage the flow of communications and actively seek key information. Robust planning processes and trained planning staff are an important part of a successful response.

Response Planning in CDEM aims to provide a consistent approach to carrying out response planning across all agencies involved in CDEM-led emergencies. It gives a thorough overview of the Planning function, how it is applied in a CDEM context, and includes a number of templates and suggested processes to make this information more accessible.

It describes:

  • The planning sub-functions, and planning team composition
  • The quick and detailed planning processes, as well as the hazard and environment analysis process
  • tasks to be carried out during readiness and response. 

It also provides practical templates and checklists.

This guideline is intended to expand on the planning sections of the National CDEM Plan 2015 and the 2nd edition of the Coordinated Incident Management System (CIMS) Manual. While it is applicable to a wide range of CDEM practitioners, it is particularly relevant to:

  • Controllers
  • Response Managers
  • CDEM Planning Managers, and members of the Planning team
  • CDEM Intelligence Managers, and other function managers in a coordination centre, and
  • those developing training for the Planning and Intelligence functions.
