Recovery
Disaster events result in consequences that affect individuals, communities, regions and nations depending on the scale and seriousness of the event. The establishment of recovery activity begins immediately after the impact of an event and works in parallel with response activities.
Recovery is defined as: ‘The coordinated efforts and processes to effect the immediate, medium and long term holistic regeneration of a community following a disaster’. Recovery is a developmental and a remedial process encompassing the following activities:
- Minimising the escalation of the consequences of the disaster;
- Regeneration of the social, emotional, economic and physical well-being of individuals and communities;
- Taking opportunities to adapt to meet the social, economic, natural and built environments future needs; and
- Reducing future exposure to hazards and their associated risks.
Recovery guidelines and planning documents
‘Focus on Recovery’ provides a framework for recovery planning and management in New Zealand
for local government, Civil Defence Emergency Management (CDEM) Groups and government
departments.

Group Recovery Report Template.
The template below is designed to be used by Group Recovery Managers or local Recovery Managers when providing consolidated recovery reporting to the Ministry following an emergency. The template has been developed over the last 5 years recovery reporting. CDEM Groups can make any minor changes they need to (such as deleting references to TA's if not applicable), but are asked to retain all sections and report on all indicated content.

Recovery Managers
The Group Recovery Manager’s role is to facilitate and coordinate the short/medium/long term recovery activities for
the affected community/communities within the CDEM Group.
