Update
The current focus in the CDEM Competency Framework programme is the development of role maps for the Welfare Centre Supervisor and EOC staff, commencing scoping of various RAPID specialised strands and the ongoing creation of the CDEM Competency Framework Toolkit.

Purpose
The purpose of the CDEM Competency Framework Project is to deliver an integrated framework of evidence-based competencies for CDEM, identify existing opportunities and gaps in professional development, and determine areas for development, in order to promote comprehensive and knowledge based CDEM professional development in New Zealand.

Role mapping
Role maps provide a complete picture of the skills, knowledge and attributes required to be successful and effective in a specific CDEM role. Each role map contains skill and knowledge statements for a specific role. These statements detail what a person needs to be able to do, and what they need to know to perform in their role.
Many of the statements are linked to multiple competencies and key areas in the CDEM Competency Framework, reinforcing the integrated nature of the competencies. The information in a role map can be applied to a range of learning and development (L&D) activities and tools, such as learning objectives, training design, job descriptions, and development needs analysis activities. Role maps have been developed with L&D and HR practitioners in mind.

Stage 1
Stage 1 is now complete and the CDEM Competency Framework is now available. Download a PDF version (1.5MB) of the document.The CDEM Competency Framework – a technical standard under the CDEM Act 2002 (s8 (e)) contains:
- an overview of the background and purpose of the Framework
- the eight key areas of CDEM competency
- the evidence-based competencies and indicators within each key area, and
- the levels of relevance and proficiency of competencies across a number of CDEM roles.
The Framework puts CDEM in a robust, evidence-based position from which we can develop a range of tools. From here, we can produce evidence-based learning objectives, and align prioritised competencies and indicators to specific CDEM roles. We can also use the Framework to identify the necessary competencies and indicators required to progress in a particular CDEM career.
