CDEM Competency Framework Toolkit
This Toolkit is designed to support CDEM Groups and organisations to use the CDEM Competency Framework and Role Maps by providing a range of practical and simple-to-use tools, templates and resources.
To ensure the Toolkit is useful we consulted with the sector to find out what should be included. The Toolkit will provide resources to support CDEM Groups to use the CDEM Competency Framework and role maps to:
- Conduct a development needs analysis
- Create job profiles
- Develop learning objectives
- Developing training content and material
- Develop interview questions
Development Needs Analysis
The purpose of this guide is to support CDEM Groups and organisations to conduct an effective development needs analysis (DNA). It provides practical advice, tools and templates to apply and adapt a simple DNA process to a range of professional development scenarios.
A DNA is a process of gathering and analysing information to identify where there are gaps between desired and actual performance and how to address these development needs.

CDEM induction tools
It is standard practice for organisations to have a process for ‘inducting’ new staff into their organisation. An induction booklet for team leaders/line managers and an online module for new staff have been developed for use by CDEM organisations to complement existing induction programmes. The tools will support new CDEM staff, particularly Emergency Management Officers in the sector to get up and running quickly.
The induction booklet tool is designed to be used by team leaders/line managers of new CDEM staff and to be complementary to any existing organisation induction programme. A separate booklet for each new CDEM staff member should be printed, completed and kept on the staff member’s personnel file.
The booklet is provided as a reconfigurable/amendable template to enable organisations to reflect their own specific requirements.

Welcome to CDEM online module
This online module provides newcomers to CDEM, particularly new Emergency Management Officers with a broad overview of essential information about CDEM including, but not limited to the role of MCDEM, the role of REMAs, the National Warning System and the Emergency Management collection in the DIA library. A number of worksheets have been incorporated as learning checks and practical activities to make the module more interactive.
