National Civil Defence Emergency Management Planning
National civil defence emergency management planning is a requirement of the Civil Defence Emergency Management Act (2002). National civil defence emergency management planning arrangements are set out in:

  • The National Civil Defence Emergency Management Plan, a schedule to the National Civil Defence Emergency Management Plan order (2005/295) as required by the Act; and
  • The Guide to the National Civil Defence Emergency Management Plan 2006. The Guide contains the exact wording of the Plan and additional supporting material all merged into the one volume. The Guide is approved by Government and is issued under the authority of the Director of Civil Defence Emergency Management.
National CDEM Planning Poster
A poster outlining National CDEM Planning in relation to the 4Rs has been developed in support of the Plan and Guide. The poster aims to act as a reference to the arrangements outlined in the Plan and Guide, and to make them visible and accessible.
If you would like a copy of the poster please send your name, organisation name and postal address to: NationalCDEM.Plan@dia.govt.nz or download a copy (pdf)
